Sam directed to inform you that the Tender for publishing and printing the Government notifications &c., made by the Editor of the Hongkong Register is considerably lower than that made by yourself on behalf of the Proprietors of the Friend of China, His Excellency the Governor in Council is obliged therefore, in compliance with his instructions from Her Majesty's Government to make the former Paper the Official organ for the publication of the Government Documents, which arrangement will take effect from Tuesday next, the 9th Instant.

Your tender, however, for the printing of such Advances &c., as may be required for Records in cases where they are not struck off from the Newspaper type before its distribution, is the lowest, and on those occasions Government will be glad to avail themselves of your Services should you feel disposed to undertake that part of the work.

His Excellency desires me to suggest to you the advisability of publishing, or affording to the public a satisfactory reason for the Friend of China having ceased to be the medium of publication of the Government Documents.

You will of course discontinue the insertion in the Friend of China of the notification dated the 28th March, 1842.
